  Opinions of the State Railway Administration, Ministry of Industry and Information Technology, and China National Railway Group Co., Ltd. on supporting the development of new energy commodity automobile railway transportation and serving the new energy automobile industry

  All regional railway supervision and administration bureaus, the competent departments of industry and information technology of all provinces, autonomous regions, municipalities directly under the Central Government, and cities with separate planning lists, all railway bureau group companies, and professional transportation companies:

  In order to deeply implement the spirit of the 20th National Congress of the Communist Party of China, conscientiously implement the decision-making and deployment of the Party Central Committee and the State Council on accelerating the construction of a new development pattern and focusing on promoting high-quality development, support the railway transportation of new energy commodity vehicles, better meet the railway transportation needs of new energy vehicle manufacturers, and effectively serve the development of the new energy vehicle industry, the following opinions are put forward.

  1. General requirements

  Guided by Xijinping the Thought on Socialism with Chinese Characteristics in the New Era, complete, accurate and comprehensive implementation of the new development concept, service to build a new development pattern, in accordance with the decision-making and deployment of the Party Central Committee and the State Council, coordinate development and safety, focus on the outstanding demand of new energy commodity automobile railway transportation reflected by enterprises, clarify railway support policies, standardize railway transportation services, strengthen railway transportation management, strengthen railway transportation safety supervision, and give full play to the role of comprehensive transportation system and the green and low-carbon advantages of railway transportation. Actively encourage the development of new energy commodity vehicle railway transportation business, continuously improve the standardization, standardization and facilitation of railway transportation services, ensure the safety and smooth transportation of new energy commodity vehicles, promote the reduction of new energy commodity vehicle logistics costs, and help the development of the national new energy vehicle industry.

  2、Support the development of new energy commodity automobile railway transportation

  Actively encourage railway transport enterprises to carry out new energy commodity vehicle railway transportation business, and for plug-in hybrid or pure electric new energy commodity vehicles powered by lithium-ion batteries that are included in the scope of the Ministry of Industry and Information Technology's "Announcement on Road Motor Vehicle Manufacturers and Products" (export of new energy commodity vehicle products are not subject to this restriction), in accordance with the "Regulations on the Administration of Railway Safety", "Provisions on the Safety Supervision and Administration of Railway Dangerous Goods Transportation", "List of Dangerous Goods" (GB 12268) and other laws, regulations and relevant standards, Railway transportation of new energy commodity vehicles is not managed according to dangerous goods, and the contracting parties shall handle the transportation in accordance with the requirements of this notice. The handling of international railway intermodal transport of new energy commodity vehicles shall comply with the relevant provisions of the Regulations for the Transport of Dangerous Goods in Annex No. 2 of the Agreement on International Railway Cargo Transport of the Railway Cooperation Organization.

  3、Regulate railway transport conditions

  (1) When consigning new energy commodity vehicles, the shipper shall provide the factory certificate of the new energy commodity vehicle products (the export of new energy commodity vehicles is not subject to this restriction), and the certificate of conformity shall be consistent with the actual consignment of new energy commodity vehicle products.

  (2) Battery state of charge and fuel tank status. The state of charge of the power battery of new energy commodity vehicles shall not exceed 65%. The fuel tank hole cap of the plug-in hybrid vehicle is closed, there is no leakage or leakage problem, and the fuel shall not be filled or pumped during railway transportation.

  (3) When consigning new energy commodity vehicles, spare batteries and other batteries shall not be carried except for the assembled batteries. In addition to the necessary items equipped with the factory, the interior and trunk of new energy commodity vehicles shall not be loaded or carried with other items.

  4. Strengthen the management of railway transportation

  (1) Ensure the safety of goods. The shipper shall be responsible for the authenticity of the factory certificate of new energy commodity vehicle products provided (export of new energy commodity vehicles is not subject to this restriction), and shall be responsible for the quality and safety of the consigned new energy commodity vehicles.

  (2) Strengthen the control of transportation. When railway transport enterprises carry new energy commodity vehicles, they should carefully check the factory certificate of new energy commodity vehicle products (export of new energy commodity vehicles is not subject to this restriction), and those without the product factory certificate shall not be transported. Railway vehicles and containers loaded with new energy commodity vehicles shall meet the requirements of relevant standards and safety technical specifications, and vehicles and containers that are in poor technical condition, have not been overhauled (inspected) in accordance with regulations, or have reached the end of life shall not be used. When using railway trucks to load and reinforce new energy commodity vehicles, it shall comply with the Technical Requirements for Railway Cargo Loading Reinforcement (TB/T 30004).

  (3) Strengthen emergency management. Railway transport enterprises, shippers and other transport units shall be equipped with necessary emergency rescue equipment and equipment in accordance with the "Guidelines for Emergency Rescue of Electric Vehicle Disasters" (GB/T 38283), and take appropriate emergency handling measures in a timely manner after an emergency occurs.

  5. Strengthen the supervision of railway transportation safety

  All regional railway supervision bureaus should combine the actual conditions of their jurisdictions to strengthen the safety supervision of new energy commodity automobile railway transportation, increase the intensity of investigation and handling of false product names and illegal transportation, effectively maintain the order of the new energy commodity automobile railway transportation market, and ensure the safety and smooth flow of railway transportation. It is necessary to increase the publicity of laws, regulations, policies and standards related to new energy commodity automobile and railway transportation, and guide and urge railway transport enterprises to handle new energy commodity automobile and railway transportation business in accordance with laws and regulations. It is necessary to organize railway transportation enterprises to summarize the experience of new energy commodity automobile railway transportation in a timely manner, put forward opinions and suggestions on improving relevant laws, regulations and standards in combination with the actual situation, continuously improve the safety management of railway transportation, and ensure the safety and smooth transportation of new energy commodity automobile and railway transportation.

  6. Strengthen organizational safeguards

  (1) Complete working mechanisms. All regional railway supervision bureaus, provinces, autonomous regions, municipalities directly under the Central Government, and cities with separate planning lists in the competent departments of industry and information technology and railway transportation enterprises should strengthen communication and coordination, establish and improve working mechanisms, dynamically grasp the demand of new energy vehicle manufacturers and railway transportation, timely coordinate and solve problems in railway transportation, strengthen linkage and horizontal coordination, and ensure the safety and smoothness of railway transportation of new energy commodity vehicles.

  (2) Strengthen information management. Railway transport enterprises should organize shippers to do a good job in entering new energy commodity vehicle transportation information and grasp the flow of new energy commodity vehicle traffic. Each regional railway supervision bureau shall dynamically grasp the transportation information of new energy commodity vehicles within its jurisdiction, and regularly report it to the national railway administration in accordance with requirements.

  (3) Strengthen policy publicity. All regional railway regulatory bureaus and railway transport enterprises should do a good job in policy publicity through a variety of ways to ensure that enterprises are aware of the relevant policies and safety requirements of new energy commodity automobile railway transportation, take the initiative to help enterprises handle consignment procedures, and continuously improve the quality of new energy commodity automobile railway transportation services.
